Humanitarian Co-ordination Structure

The High Level Committee (HLC), established under the Joint Communique of 2008, operates as the main interface between the Government of Sudan and the humanitarian community to address operational challenges related to humanitarian action in Darfur. The HLC analyses humanitarian issues and challenges, develops common positions to address these challenges, and identifies joint priorities for action. HLC members include key Government ministries and departments, UN agencies, international organizations, ICRC, INGOs, the League of Arab States and representatives of countries that contribute to the humanitarian resopnse in Darfur. The HLC has a number of working sub-committees that work on procedures, durable solutions and safety & security.

The UN Humanitarian Coordinator (HC), working in close coordination with national and local authorities, ensures that international humanitarian response efforts are inclusive and well coordinated. The Humanitarian Country Team (HCT), is comprised of the heads of UN humanitarian agencies, international humanitarian organizations, international NGOs and donor representatives, with ICRC, IFRC, MSF and UNAMID also having a standing invitation to participate. The HCT provides strategic direction for humanitarian operations carried out by the UN and its partners in Sudan. It ensures, where appropriate, linkages with recovery and development planning. The Sector Coordinators Group, for the UN and its partners consists of sector lead agencies and focal points for cross-cutting issues. The humanitarian operation in Sudan comprises the following eleven sectors: Basic Infrastructure; Education;  Food Security and Livelihoods; Health; Logistics; Mine Action; Emergency Shelter and Non-Food Items; Nutrition; Protection; Returns and Early Reintegration; and Water, Sanitation and Hygiene.
