Allocation process
The Asia-Pacific Humanitarian Fund (AP HF) has an active Regional Envelope, with contributions earmarked for the region. Contributions from donors are deployed through allotments by the Emergency Relief Coordinator to different countries in the region for readiness and anticipatory action, as well as emergency response. The RC/HC or RC, in consultation with the humanitarian stakeholders, determines how to allocate the funding to address the most pressing needs in-country. The RC/HC or RC can allocate funding to humanitarian partners through two types of allocation modalities:
- Standard Allocations: Used to support the response when an allocation is less time sensitive than a Reserve Allocation. Typically, a large number of partners have the potential to deliver on the objective of the allocation, requiring a competitive process. The allocations usually take place against the backdrop of the HNRP or other equivalent collective humanitarian plans.
- Reserve Allocations: Intended primarily to respond to rapid onset and unforeseen circumstances and address corresponding needs. Rapid response to an unforeseen cholera outbreak in a particular geographical location is an illustrative example.
