Food & Agriculture Organization: US$ 1.4 million; Office for the Coordination of Humanitarian Affairs: US$ 819,300; United Nations Children's Fund: US$ 8.3 million; United Nations Education, Scientific and Cultural Organization: US$ 140,200; United Nations High Commissioner for Refugees: US$ 86.1 million; United Nations Populations Fund: US$ 1 million; World Food Programme: US$ 64.2 million; and the World Health Organization: US$ 805,600

WHERE IS IT HAPPENING?

  • The Great Lakes Region and Central Africa threaten to become the vortex of destruction and chaos for the entire African continent. This Consolidated Appeal covers countries that have been affected primarily by developments in the Democratic Republic of the Congo.
  • During 1999 the number of affected populations in the region doubled to more than four and a half million of a total estimated at 86.5 million people, as populations sought refuge across and within borders of the affected countries and their neighbors.

WHAT IS OUR COMMON HUMANITARIAN ACTION PLAN?

  • To (a) contribute to an integrated approach to conflict resolution and peace building; (b) accompany efforts by UN country teams to address the needs of accessible populations; (c) support UN country teams in the assessment and response to the needs of newly accessible populations; (d) advocate for access to populations who have not benefited from humanitarian aid; (e) retain updated information on the level of preparedness among humanitarian actors to address arising emergencies in the region.

WHAT ARE THE MAJOR CONSTRAINTS WE FACE?

  • Insecurity: continued conflicts, tenous cease-fires and reported violations of human rights abuses
  • Migration: the continuous movement of large numbers of persons simultaneously across and within national boundaries

WHAT ARE WE TRYING TO ACHIEVE?

  • Ensure an integrated approach by the United Nations to the crises in the region.
  • Assist Tanzania in addressing the needs of the 376,000 refugees from Burundi, the DRC, Rwanda and Somalia in their territory by strengthening local institutions and infrastructure for the provision of basic services to host communities and refugees in refugee affected areas.
  • Adopt protection measures for vulnerable children in the region.
