Humanitarian Context and Allocations

The 2023 Humanitarian Response Plan (HRP) for CAR indicated that about 3.4 million people needed humanitarian assistance and protection, an increase of 10 per cent compared to 2022, mainly due to the government’s updated census. In 2023, the CAR faced multiple challenges including a rise in fuel prices leading to economic impacts and public unrest. Major events included conflicts and displacements across the country, incidents of explosive devices causing casualties, and a lack of funding for the multisectoral needs assessments . In addition to the influx of Sudanese refugees, there were clashes between herders and farmers resulting in deaths and displacement. There were floodings which affected thousands of people, relocation of asylum-seekers and ongoing armed group confrontations, attacks on civilians and humanitarians, and disruptions of humanitarian efforts. The country continued to grapple with security challenges, displacement, and protection concerns in various regions.
