UN calls for protection of civilians and respect for medical facilities [EN/FR/SG]

(Bangui, 16 October 2014): The Senior Humanitarian Coordinator in the Central African Republic, Claire Bourgeois, is extremely concerned by the loss of lives during a new wave of attacks and violence in the beginning of this week. She also deplores the high number of wounded, the burning of houses and the fact that the victims are compelled to seek refuge in displacement sites. More than 159 wounded have been received in medical facilities since the beginning of the crisis a week ago, and more than 3,000 people have been displaced since 14 October.

The Senior Humanitarian Coordinator applauds the courage and the determination of the medical staff in the hospitals who have taken care of the wounded, working day and night under difficult conditions. She also thanks the people responsible for the displacement sites who continue to keep their doors open to assist people in need. “Without these people, who deserve our gratitude, without their determination, the toll had without doubt been even higher,” says Mrs. Bourgeois.

“All armed groups and demonstrators must protect the civilian population, respect medical facilities and allow wounded, other patients and medical staff unhindered and safe access,” says the World Health Organization (WHO) Representative in CAR, Dr. Michel Yao. “Ambulances must be allowed to move around freely. It is unacceptable to hear that patients and wounded are unable to get to hospital or are taken there in wheelbarrows. Health services are, and must stay, available to all without discrimination. No gun is allowed in any health facility.”

L’ONU APPELLE A LA PROTECTION DES CIVILS ET AU RESPECT DES STRUCTURES DE SANTE

(Bangui, 16 Octobre): La Coordinatrice humanitaire principale en République centrafricaine, Claire Bourgeois, est extrêmement préoccupée par les nouvelles pertes de vies humaines occasionnées par une nouvelle vague d’attaques et de violences en début de semaine. Elle déplore également de nombreux blessés, des maisons incendiées et regrette que les victimes soient contraintes à chercher refuge dans les sites de déplacés. Plus de 159 blessés ont été reçus dans les structures hospitalières depuis le début de la crise il y a une semaine, et plus de 3000 personnes ont été déplacées depuis le 14 octobre.

La Coordinatrice humanitaire principale salue le courage et la détermination de tout le personnel de santé qui a pris en charge les blessés sans relâche, travaillant jour et nuit dans des conditions difficiles. Elle remercie également les responsables des sites de déplacés qui continuent à ouvrir leurs portes à ceux qui sont dans le besoin. « Sans ces personnes qui méritent notre reconnaissance, sans cette détermination, le bilan serait sans doute encore plus lourd », souligne-t-elle.

« Tous les groupes armés et les manifestants se doivent de respecter la population civile, de préserver les structures de soins, et de permettre tant à tous les blessés, aux autres patients qu’aux agents de santé d'y accéder librement et en toute sécurité », rappelle le représentant de l’OMS, le Dr Michel Yao. « Les ambulances doivent pouvoir circuler librement. Il est inacceptable d'entendre que des blessés et patients ne parviennent pas à se rendre à l'hôpital ou y sont conduits en brouette. Les services de santé sont et doivent rester accessibles à tous sans discrimination. Aucune arme ne doit etre introduite dans une structure sanitaire.»
