Ethiopia Humanitarian Fund

The Humanitarian Financing Unit is inviting new applications for partnership, from 1st July to 31st August 2024.
In accordance with the Country‐based Pooled Funds Global Guidelines (December 2022) and Ethiopia Humanitarian Fund (EHF) Operational Manual (July 2023) applicants must meet all of the following eligibility criteria to pass the initial pre‐screening stage:

  1. Be legally registered in Ethiopia as INGO or NNGO and hold active registration certificate.

  2. Be operational in Ethiopia at least for 3 years since legal registration date.

  3. Have Code of Conduct, Anti‐Fraud and Conflict of Interest policies and actively enforce them.

  4. Have PSEA policy, actively enforce it, and have been assessed according to the Harmonised PSEA Capacity Assessment Tool OR have no objections to being assessed according to the tool.

  5. Have documented experience of implementing humanitarian activities.

  6. Actively contribute to humanitarian coordination platforms and be able to provide a recommendation from a cluster or OCHA, at regional or national level.

  7. Have a foreign currency account (USD) and able to receive and send forex from and to OCHA.

  8. Be registered in the UN Partner Portal (UNPP).

  9. Use a computerized and licensed accounting software.
    Capacity assessments for applicants who have successfully passed the pre‐screening stage will be prioritised based on the following criteria:

  10. National NGOs, with demonstrated experience in humanitarian work in geographical and thematic areas that correspond with the identified most urgent humanitarian needs, as per HRP, HNO, and other relevant prioritization documents.

  11. National Women Led Organisations, defined as “An organization with a humanitarian mandate and/or mission that is 1) governed or directed by women; or 2) whose leadership is principally made up of women, demonstrated by 50 percent or more occupying senior leadership positions”.

  12. NGOs specifically supporting People with Disabilities.

  13. NGOs with strong field presence in hard to reach and/or neglected areas based on written recommendation from OCHA sub‐offices / Regional Inter‐Cluster Coordination Group (ICCG) or sub‐ national cluster coordinator.

  14. NGOs with written recommendation from a national cluster coordinator, UN agency providing them with direct funding, or current EHF donor.

  15. NGOs that have reported on ActivityInfo in the last 1 year.

  16. INGOs with evidence of strong and consolidated capacity‐building partnerships with NNGOs.

  17. NNGOs with previous experience and adequate performance as a sub‐implementing partner of EHF‐ supported projects.
