The Pre-Crisis Survey prepared by Start Network under the Philippines Humanitarian Country Team CERF-funded Anticipatory Action (AA) pilot is the first report of its kind for AA and collates voices of the communities, shares their experience and their needs.
Anticipatory Action is envisioned to contribute to building community resilience especially if done alongside climate-smart disaster risk reduction and response efforts.
