Close to seven years on, the scale, severity, and complexity of needs across Syria remain overwhelming. Some 13.1 million women, children and men require humanitarian assistance. Of these, 5.6 million people are in acute need due to a convergence of vulnerabilities resulting from displacement, exposure to hostilities, and limited access to basic goods and services. Conflict continues to be the principal driver of humanitarian needs, with the civilian population in many parts of the country exposed to significant protection risks which threaten life, dignity and wellbeing on a daily basis.

The 2018 Syria HNO reflects the humanitarian community's shared understanding of the crisis, including the most pressing humanitarian needs and estimated number of people who need assistance. It also provides the evidence base to inform the humanitarian response in the coming year through the 2018 HRP as well as the baseline information upon which situation and response monitoring systems will rely. The HNO is based on multiple sectoral assessments and complemented by a multi-sector needs assessment which involved almost 140,000 face-to-face interviews conducted with people across all 5,520 communities in Syria, ensuring that the priorities and concerns of affected communities guide the overall humanitarian response. The HNO identifies priority needs to support informed strategic planning and resource mobilization. It also highlights information gaps and sectoral plans to address these gaps, culminating with the Syria Response Plan (HRP) for 2018.
