OVERVIEW, PRIORITY GAPS, ACTIONS REQUIRED:

According to local authorities, Kiryandongo district (recently carved out of Masindi district) hosts about 55,000 IDPs from the Acholi sub-region. In view of the transition from relief to recovery and ongoing returns and resettlement, another IDP head and household count by local authorities is necessary and already planned for later this year to secure credible and updated statistics on residual numbers and precise locations,including ascertaining EVI/PSN households. Following the count & mapping exercise, a mini Durable Solutions Assessment or rapid intentions' survey will be necessary to establish a baseline for a coordinated and targeted programming response, to include support to EVIs/PSNs.

Interim priority actions focus on key protection concerns: (i) EVIs/PSNs; (ii) SGBV (women battering, defilement, rape, and early/forced marriages); and (iii) access to basic services. In collaboration with the district government, the following activities will be undertaken: (i) Trainings of Area Land Committees and sub-county courts; and (ii) Community outreaches on SGBV, protection and human rights.

Above efforts notwithstanding, critical protection concerns and durable solution gaps persist. There is need for greater and sustained local government leadership and ownership of process; stronger recovery support from the central government; and joint advocacy for a targeted and sustained recovery effort to support IDPs achieve sustainable durable solutions.
