OVERVIEW, PRIORITY GAPS, ACTIONS REQUIRED:

Adjumani District in the West Nile region of northern Uganda hosts approximately 7,365 internally displaced persons (IDPs), the majority of whom reside in eight camps. Others live together with the host community. Local Councils I operating at the district level conducted an original assessment of Extremely Vulnerable Individuals (EVIs) and Persons with Special Needs (PSNs) in Adjumani, through which they identified approximately 376 individuals in need of support. Following a re-verification exercise conducted by UNHCR and the Danish Refugee Council (DRC), 300 EVI/PSNs were identified to benefit from community-driven shelter and latrine construction as well as livelihood assistance in areas of return. The first phase of huts and latrine construction for 50 EVI/PSNs is on-going and the second phase is scheduled for construction during the dry season (November and December 2010). Livelihood and Non-food Items (NFIs) support and assistance will be provided once the individuals settle in their new homes in areas of return.

Thus far, none of the eight camps in Adjumani have closed. However, a joint meeting was held with the aim to finalize closure plans for the IDP camps. It was concluded that all camps qualify for closure in accordance with the Office of the Prime Minister (OPM) guidelines on camp phase-out. In this regard UNHCR and implementing partners will jointly support district efforts to phase-out camps by the end of December 2010.
