2023 Global Humanitarian Overview (GHO)

Requirements for the Global Humanitarian Overview (GHO) currently stand at $55.5 billion to assist 248 million of the 363 million people in need.1 Donors have provided $17.9 billion as of end-September for plans in the GHO, which represents 32 per cent of the total funding required this year. This amount is less than what recorded at the end of September 2022, both in absolute terms ($18.6 billion) and coverage (37 per cent). The decreasing pace of the growth of monthon-month funding is of great concern and will be explored in detail in next month’s GHO update.

In absolute terms, the Central Africa Republic and Somalia Humanitarian Response Plans (HRP) have seen the sharpest relative decreases in funding compared to the same time last year, with 28 and 33 per cent less, respectively. An additional eight HRPs have seen decreases of more than ten percent in their funding compared to last year: Afghanistan, Chad, Colombia, Ethiopia, Honduras, Mozambique, Syria and Venezuela.

An additional $5.6 billion of humanitarian funding has been channelled outside the GHO, bringing total humanitarian funding to $24.3 billion.2 This is $1.4 billion less than at the same time last year.

The gap between financial requirements and resources currently stands at $37 billion
