approach to humanitarian negotiations in a clear and user-friendly manner
by providing some tools aimed at assisting in reaching agreement on how
best to access those in need, to reaching an understanding with non-humanitarian
actors on how best to protect civilians in times of armed conflict. It
contains short case studies and examples of practical experiences of humanitarian
negotiations with armed groups and is accompanied by a set of guidelines.
